Yes, you would have to use the CSS coding you use in CMS Pages in the content of widgets such as the RichText widget or RawHTML widget. Titles in multiple languages aren't supported. Of course we want to support multiple languages, but it's not scheduled to be developed in the near future.

There is a workaround for the title which requires Page Builder templates to be created, this could be a great solution for you. You would have to create a template for each widget that needs a mult-language friendly title. 

1. Create localized key for example: PBWTrainTitle with value: "My Train Widget" (Add both English and Dutch)
2. In Page Builder > Gear Icon > Templates > Copy the code from another template for example Stacked List Widget to a new widget for example called PBWTrain. (  Add Page Builder Template )
3. Add PBWTrainTitle to the Resource Keys CSV with no spaces, the result should look like: "GlobalByText,PBWTrainTitle"
4. Replace <h3>{{WidgetTitle}}</h3> with <h3>{{../Resources.PBWTrainTitle}}</h3>
5. Save the widget
6. Change your widget template to PBWTrain
